The EU is struggling to maintain a united front on a global agreement to cut maritime greenhouse gas emissions, as major European shipping countries side with China or the US.

The International Maritime Organization (IMO) was supposed to rubber-stamp an agreement to transition to sustainable fuels, but with Washington threatening sanctions just days ahead of the October vote, Greece and Cyprus abstained. Others, including Saudi Arabia, sided with the US, and the vote was postponed for a year.

The IMO is now divided between those backing the original deal – designed to replace cheap but highly polluting bunker fuels with climate-friendly biofuels and hydrogen-based alternatives – and those, led by the US and its allies, who favour liquefied natural gas (LNG) as a “transition fuel.”

Meanwhile, a European diplomat said that Denmark – northern Europe’s premier maritime nation – and the Netherlands have themselves held separate meetings with China.
