There is good reason to believe them. Reserving escalation options like hitting energy infrastructure regionwide is what shields Iran from nukes while completing their missile campaign. Not as if they have no ballistic missiles to spare. Just ask the Gulf monarchies.
Azerbaijan has allowed their airspace to be used in these attacks, and they are likely being pressured to use their land border with Iran here.

It’s very obvious that they’re attacking US / Israeli military assets in the region, despite all the press trying to claim otherwise
