I hate the idea of arguing in Musk’s favor, but Starlink use by Russians has generally been achieved by them obtaining foreign terminals.
And every single Starlink terminal is GPS traced to within 15 feet. Starlink does not work without exact GPS data on every terminal to direct the phased array antennas.
They know what terminals Russia has been using.
