I think the message is that South Korean culture and western propaganda is garbage to them. They are saying, “send us garbage, we’ll return the favor in kind”.

North Korea has deployed hundreds of trash balloons containing everything from used toilet paper to cigarette butts, a move it claims is in response to South Korean activists sending balloons with political pamphlets and USB drives with K-dramas.
