Ukraine doesn’t have an errant nautical mine problem. This mine is a Russian attack on merchant vessels. If Russia can’t control the waters overtly, they will try to make it an exclusion zone, which is going to piss off a lot of other countries.

None at all. On the plus side, the last time someone went that pants-on-head stupid and put mines where they shouldn't, it was a very short war.
