Obama lifted sanctions, Trump reenacted them and Biden only lifted then shortly before the end of his term. From Reuters:

How should Biden’s hesitation to lift the sanctions when taking over office be judged? In 2025 election was over and Trump was expected to reenact them immediately. To me it seems like Trump is finishing a job that was some time in the making.
