Hybrid warfare, yes. Russia is doing the classic salami slice method seeing how far they can go without it being called open warfare. He went too far with his drones doing fly-overs though so now we’re taking his shadow boats.

Yes, everyone who’s not controlled by Russia agrees they are waging Hybrid war on EU. So far the response was purely defensive though.

Some politicians are slowly starting to talk about more “operational” response. At this rate EU will start offensive operations about 2 years after Russia takes over Vilnius.
