Good, because it was fucking stupid. Even a small amount of water is a radiation shield. There’s a reason why nuclear power plant operators don’t all die of radiation exposure.
On top of that, we’re talking about a constantly moving ocean, which would quickly distribute any radioactive material over such a wide area that it would be as safe as a banana.
I remember people fearmongering about Fukushima killing all the fish in the Pacific or the radiation cloud coming to the West Coast of America and killing everyone. That’s just not how radiation works.
