This is the best summary I could come up with:
Germany has joined Joe Biden in giving Ukraine the green light to strike back with its weapons at Russian military assets targeting Kharkiv.
Germany discussed with its allies Russian attacks on the Kharkiv region from positions in the immediately adjacent Russian border area, a government spokesperson said.
“We are jointly convinced that Ukraine has the right, guaranteed under international law, to defend itself against these attacks,” the spokesperson said in a statement.
The news comes as Russian ballistic missiles have slammed into an apartment block in Kharkiv, killing at least four people, Ukrainian officials said.
Russia launched five S-300/S-400 ballistic missiles at Kharkiv overnight, Ukraine’s air force said.
One of them struck a residential building close to midnight and was followed by another missile 25 minutes later that hit first responders, according to regional governor Oleh Syniehubov.

That’s very interesting that Germany is also pushing the boundaries here, having started as a country that wouldn’t send weapons when this phase of the war first started. I really wonder if they can keep boiling the frog, or if russia really has a line where they go nuclear and kill off civilization.

Was israel ever not allowed to use US and Germany weapon?
Inside Russia’s borders. The weapons were meant to be used in Ukraine originally
But with israel they gives them weapon no matter if they target civilians or not
