Good news!
Is it? For Japan?
Artificially aiming for high birth rates is useless, faster just to redo the economic ponzi systems which rely on it to be a growing number. And Earth has a lot of people who can be motivated to immigrate if it’s certain groups their age pyramids need.
I agree that it’s not a helpful goal to focus on but I do think as an indicator by itself and without high enough levels of immigration it’s not necessarily a great sign for a country being able to sustainably raise enough taxes to care for the aging population and provide services.
Of course a healthy society with a hopeful future would support people who want to reproduce. That’s kinda the blocking issue everywhere at the moment
