While China stealing technology is well-recorded, there's no reason why they couldn't have developed this independently. Sure, you can argue it's a 'standing on the shoulders of giants', deal, but that's all technology. China steals tech not because it can't create technology, but because stealing is cheaper than developing, and if you steal half of what you need, you have twice as many resources available to develop the other half.
