I’m most interested in why the Pentagon did this. It seems like an weird thing to do. It also seems like, whatever upsides might have been there, the downsides of blowback if the scheme was caught almost certianky outweigh the upsides.

They attacked Chinas covid vaccine, which while less effective than the American/European version, they made available to lower income countries much sooner. By maligning the vaccine, the Pentagon could attack China in the developing world.

This worked, but also made the Philippines way antivax in general, directly leading to death.
