I don’t know if you mean “used to” as in years before, but recently every time i saw people talking about Deutsche Bahn it was to say “lol Deutsche Bahn is having a problem again”, so it seems to me their reputation is not (anymore) the reputation of a reliable service.

A Germans favorite conversation topic is how late the train was again. There is certainly worse in other countries but exactly because Germany is supposed to be so punctual it’s an embarrassment.

Dunno that was my first thought too. Not saying definitely, just that it sounds like the kind of disruptive actions they like to take.
