Yeah. It seems to be a list rather than a blacklist. But because it names and shames it makes it easier for public sentiment to change and maybe some on-the-fence parties to come off it. It’s breadcrumbs, but I’ll take it.

I assume it means that they lose some privileges or they can’t send troops to be part of UN forces. Also, I’ve heard little of Russian war crimes, to the extent there are any.
Israel in the other hand has publicly admitted to systemic sexual abuse of prisoners, including using dogs to carry out rapes.
It’s listed in the article if you read it, and I’ve seen multiple reports. There are also credible reports of other human rights violations around the invasion of Ukraine. I don’t know whose water you’re carrying here or if this is some campist crap.
