Wasn’t this govt pretty big on anti immigration? It feels weird that they are putting money on neighbouring countries. Like, making neighbouring countries better is actually a great way to combat immigration, but anti-immigrant politicians usually are fuelled by hate, not logic, so it’s surprising.

From a cynical realpolitik perspective, Japan is investing, so to speak, on Asian countries so that if a war with China breaks out, Japan would have allies when the time comes.
Although, as far as I know, Cambodia is a nominal ally of China because of the huge Chinese investments.
Cambodia hosts cyber labour camps run by Chinese, where they trick people from across ASEAN into coming there, then confiscated their passports, and force them to run online scam operations with no freedom, like, at all.

Japan has an enormous amount of investment in the rest of Asia. This isn’t charity, they’re protecting themselves too.
