How do you apply the Theory of Constraint's Necessity vs Sufficiency paradigm?

When I’m looking at an outcome I would like, should I do a 2-column/part analysis of what components are required and use the sufficiency column simply as a parallel set of checkboxes for each necessity?

Is sufficiency merely the simple arithmetic sum of the defined necessities?
