I disagree. The line between tool and toy blurs. It’s strictly a tool if you only have it to accomplish work. It could be considered a toy if you add embellishments to it, or if you are toying with it in the moment.
A stick of dynamite could be a toy, if you are

Good point! They absolutely could be homemade as long as the item in question is just for fun!
Or that things initially obtained for a practical use can’t also be used for recreation or amusement.
