Why do toilet paper companies go so heavy on linking tp to cotton?

I legit had to stop myself a sec ago when I caught myself thinking toilet paper was made of or contained any amount of cotton.

Because cotton is soft.
Toolly TP for those that love the texture of tool on their most sensitive areas
Not finding that reference anywhere 🤔
I think they might’ve meant Tulle, the fabric, which can be extremely scratchy.
Tool fabric, its a horrible texture that nobody would want to associate with TP, whole brushed cotton is super soft.
