To the first, I would say no - not quite.
Love and hate are arguably actually congruent through some notable part of their conceptions, and only diverge later. At the point that they diverge, their respective vectors might qualify as orthogonal, but I’m not even sure of that.
To the second, I’d say that yes, they’re distinct from null, and that the fact that they’re both distinct from null in broadly the same ways is exactly the sense in which they’re partially congruent.
