Those organs are comparable, though sex at birth will influence certain factors, eg the position of the urethra in relation to it

I suppose not technically, because to have a dickhead suggests that there’s also a dick. Very rarely do you see a dickhead without a dick, and they are usually involved in politics.

I had to websearch it, but basically: the immense majority of the people have either a clitoris or a penile glans. There are however some reported medical cases where people have none; NSFW example here. (Discretion advised when clicking the link. It’s a serious medical article, but it shows photos of the genital condition in question.)

Those cases are clinically known as “aphallia”. Confusingly enough it also applies to the absence of expected female genitalia, not just penises, even if the name means literally “dicklessness”.


Side note: commenters going out of their way to misunderstand the question in the OP are making me cringe really hard.
