Why did countries openly allow immigration from countries with known prevalent mafias like Russia and Italy?

Well immigration comes with a bunch of benefits. They weighed whatever benefits they expected against the risks.

Even in nations with a prevalent mafia, the vast majority of immigrants won’t be involved.

To add to this, countries accept immigrants who “defect” from other countries all the time, and even accept immigrants from countries with very strong family and social ties.

More often than not, the immigrants are trying to escape from the abuses in their home countries. Enough so that the benefits from THESE immigrants generally outweighs the harm of the few, who would likely have found illegal ways to immigrate if legal methods weren’t available anyway.

Prevalent, as in a tiny percentage of the population is involved in organised crime? You’d be hard pressed to find a country that doesn’t fit that description.
