The problem with powering down the phone is that when it boots back up I don’t get any alarms or notifications until after I unlock it.

That’s not a problem, that’s the entire point. All of your personal data is encrypted and safe after a reboot until it’s unlocked.

Slow boot up would feature in my top 50, heck maybe even top 10 ongoing issues I have with Android, otoh
